Why do promoted articles appear differently on the home page and Arrange articles page?

Promoted articles appear at the top of their sections on the home page, but this doesn't change their order in the Arrange articles page. When you promote an article, it moves to the top of the list within its section and is marked with a star, but the overall arrangement remains as you set it.

In the Help Center section, promoted articles have their own space, appearing front and center. However, when you view all articles in a section, they appear in the order you arranged them, just with a star. You can choose to arrange sections automatically or manually.
