When SSO is down and Zendesk passwords are disabled, the account owner can configure who can request a one-time access link.
In the Admin Center, under Security settings, the account owner can choose whether only they or all admins can request the access link. This setting is found in the SSO bypass field, which is visible only to the account owner when Zendesk authentication is disabled for team members. Make sure to save any changes you make to these settings.
