What happens to support requests from unknown users if sign-ups are disabled?

If you disable sign-ups, support requests from unknown users will be placed in the Suspended Tickets view.

When the 'Anybody can submit tickets' option is turned off, any support requests from users not in your system will not automatically create a ticket. Instead, these requests will be suspended, and you can choose to either recover or delete them. Recovering a ticket will create a new user account and add the ticket to your Zendesk instance.
