Tier 1 support, sometimes called level 1 support, is the front line of a customer service team: the people who answer the common, repeat, simple questions from the help center or with a quick account lookup. Tier 2 is a smaller team of senior staff who take the escalations, and tier 3 is the technical and application specialists, who usually sit outside the support team. That's how an industry association's guide to tiered support lays it out, and it covers customer support teams as well as IT.

1. It answers tier 1 questions in every channel your team covers

Your tier 1 questions arrive by email, through the contact form on your site and in chat, and your team works all of them in one helpdesk. The AI has to answer in each of those, inside that helpdesk, on the plan you're paying for.
When a tool covers chat only, or needs a higher plan before it will touch email, half your tier 1 tickets still go to your agents. You either live with that or move the whole team to a new helpdesk to get the AI.

2. It answers from the customer's own account or order

Plenty of tier 1 questions need this customer's own record. "Where is my order?", "which plan am I on?" and "when do I renew?" all depend on it.
A lookup like that only works for a customer the AI knows is who they say they are, such as someone emailing from the address on the account or a logged-in chat user. Without lookups, the AI replies with a help article about order tracking, and the customer writes back asking for a person.

3. It always hands over the topics that aren't tier 1

You decide which topics go straight to a person: billing disputes, account security, complaints, cancellations. The AI has to follow that rule every time, before it tries to answer.
In my view, an AI should hand over whenever it lacks the information to answer, and the topics you name should reach a person no matter how sure the AI sounds. One confidence setting for the whole agent can't promise that on its own.

4. It hands over to the right tier 2 team, with a summary

When a ticket leaves tier 1, it should arrive with the tier 2 group that owns the topic, with a note of what the customer said and what the AI already tried. The AI then stays out of it until your team hands it back.

5. It shows which tier 1 topics it answered and which it handed over

Failure mode 1: It answers a ticket that was never tier 1

A billing dispute, an account security question or a complaint gets a confident wrong answer, because nothing told the AI to leave it alone. When a front-line AI support bot at a software company invented a security policy in reply to an account question, the company had to call it "an incorrect response from a front-line AI support bot" in public.
I look for a list of topics your team names that goes to a person every time, before the AI tries, plus an AI that hands over when it doesn't have the information. For the demo, ask for a refund on a disputed charge and watch who answers.

Failure mode 2: The handover lands with the wrong team and no context

The ticket drops into a general inbox, and the customer explains everything again to a second person. One reply on Reddit describes it:

I think it should always be easy to reach a person, whether the customer asks, the AI can't answer, the customer is getting frustrated or the topic belongs with your team. Every one of those handovers should carry a summary of the conversation so far. In the demo, hand over a billing question halfway through and look at which group receives it and what the agent sees first.

An AI ticket deflection rate can hit 100% when nobody can reach a person, so I read it alongside CSAT and a report that splits answered, handed over and abandoned tickets by topic. Ask the vendor how its report counts a customer who never replies.

How does Intercom Fin handle a tier 1 ticket end-to-end?

A customer writes in through the Messenger or by email, and Fin answers from your support content. For account questions, Intercom documents data connectors with ready-made templates, which your team sets up so Fin can use a customer's own details. For a Shopify store, Intercom's Shopify setup article shows a one-click connection and lists "Where is my order" among Fin for Ecommerce's Procedures, deployed in the Messenger.
For me, Fin's escalation rules are its strongest tier 1 control. Intercom's escalation article shows rules that trigger on a Fin attribute, such as an "Issue Type" of "Bug", so those tickets reach a person every time. When a rule matches, "Fin does not generate an answer to the customer's question, it hands the conversation off to your team."
A Workflow branch on the escalation reason can send each kind of handover to a different team. The automatic summary needs a higher plan than the $29 seat I priced Fin on. Intercom's help article says "The Add summary note Workflow action requires the Expert plan."

Reports show separate resolution and escalation rates. The by-topic view that shows where Fin answers and where it hands over is part of a paid Pro add-on. Reporting is the catch for an email-heavy team. Freddy's Performance tab shows topic distribution, escalations and abandoned conversations, but Freshdesk's reporting article says "The Performance and Improve tabs are currently exclusive to Chat AI agents."
