Outsourcing rents you trained people by the hour or by the seat. An AI agent answers tickets inside the helpdesk you already run and bills by volume. Pick outsourcing when the work needs a licensed, present or speaking human. Pick an AI agent when your repeat tickets are documented, large in number, and growing faster than you can hire.
Outsourced support is priced by the hour, and Helpware's own geography table runs from $7 offshore to $42 onshore, though the Clutch guide it cites puts real rates as high as $65 for onshore technical work. An AI agent is priced by volume instead, per ticket, per resolution or per conversation, and the plan our 10,000-ticket model uses bills 10 cents a ticket.
Push 10,000 tickets a month through both and that model puts the outsourced desk at $24,960 for 13 seats, against $13,299 on the AI side once you have paid a human for everything the AI left. The $13,299 covers software and human handling only, so usage-based add-ons and the in-house helpdesk seats you keep paying sit on top of it. The trade-off is scope, because an AI agent is limited to whatever your team has already written up, and it will not take a phone call, hold a license or touch a parcel.
Those two numbers are not comparable. One bill tracks how many people you rent. The other tracks how many tickets arrive, which is why I cannot put the two on one row without a third number: the tickets one rented person gets through in an hour.
So we ran the same volume through both, at a thousand tickets a month, then ten thousand, then fifty thousand, with every input written down.
The outsourcing side carries the blended rate, the seat minimum, the setup fee and the occupancy ceiling. The AI side carries the software cost and the cost of a human answering everything the AI does not. That second half is where most of the AI bill goes at volume.

What is customer service outsourcing, and what is an AI support agent?

TL;DR: Outsourcing is a contract for staffed seats and delivery hours. An AI support agent is software that reads your knowledge and replies in your existing helpdesk. Both target the same tickets. The AI side grows without adding bodies.
Customer service outsourcing means paying another company to staff your support. You are buying seats, hours and a delivery team (a seat is a package, with a team leader and QA time priced into it).
Helpware's guide to the model describes delivery as distributed by design: "the Americas handle daytime hours. When the teams sign off, EMEA locations take over. When EMEA offices finish their shift, the Philippines continues support."
The unit you buy in is the first thing I read on a quote, because it decides which hidden costs apply. Providers sell per agent-hour, per seat-month, per contact or resolution, or as a full managed service. Helpware's guide to outsourced customer service cost says per-seat and managed-service structures default to multi-year contracts.
An AI support agent is the other side, sold as a monthly subscription. It installs into your existing helpdesk, then reads your help center, your past tickets and your policy documents. It replies in the same thread a human would have used.
Both of these carry a reputation problem, and I think it is the same problem twice. The offshore call center of a decade ago earned one reputation, and the decision-tree deflection bot that followed it earned the other.
The call center has become a certified, multi-country delivery business. The deflection bot has become software that can read your order database and refund a customer (an actual refund, issued through your own API).

How does each one actually handle a ticket?

TL;DR: A provider routes the ticket to a rostered agent working from a training deck and a limited systems login. An AI agent reads the help center, past tickets and the customer's live account state, then replies in the same helpdesk thread.
On the outsourcing side, a ticket lands with an agent on a shift. That agent works from an SOP your team helped write, and their replies are scored against a quality rubric. RethinkCX's onboarding guide calls these "Regular evaluations of agent interactions against defined quality rubrics."
Above the agent sits a team lead, a QA specialist and an operations manager. I count that chain as part of what the hour buys. An SLA sits behind all of it and should name average handle time, first contact resolution, CSAT and escalation rules.
An AI agent runs a shorter chain. It ingests your knowledge, retrieves the parts relevant to the question, optionally calls one of your APIs, then answers.
That API step has three documented uses. The first is reading live customer data, such as recent orders for an email address. The second is looking up one specific record, like everything about an order ID, and the third is taking an action, such as refunding an order (the same refund an outsourced agent would need a systems login to make).
I treat handover as part of the answer. When the AI cannot answer, it summarizes the conversation as an internal note and a human picks it up in the same helpdesk, without making the customer repeat themselves.

What are the different ways to use each: full outsource, overflow, or copilot?

TL;DR: Both run in several modes. Outsourcing runs as a full desk, an overflow team, an after-hours shift or a seasonal surge. AI runs as direct replies, a copilot behind a human, an internal note for QA, or after-hours cover.
Outsourcing sells every one of those arrangements, and each is contracted with a floor. Helpware's guide warns about "minimum billing hours and shift coverage requirements. Even if your agents have no workload, you pay anyway."
My favorite line in the whole guide is about rounding: "Some outsourcing companies apply rounding policies: 17 minutes becomes 30 minutes." Seat pricing carries the same catch in a different form, because multi-year commitments "limit your ability to scale down without penalty". If you bought outsourcing for flexibility, that is the clause that takes it back.
Size gates entry as much as price does. Helpware reports that enterprise providers require "50 to 100 seat minimums and $1 million-plus annual commitments", while mid-market and specialist providers "start at 5 to 25 seats". Below 50 seats you sit outside the largest providers' engagement envelope: "Buyers who do not meet the 50-seat minimum will not qualify for engagement regardless of the quoted rate."
An AI agent's modes change with a setting, so you can send replies direct to customers, draft behind a human as a copilot, keep replies as internal-only notes your team reads and grades, or run cover overnight (the same subscription in every case, switched on and off).
YouGarden ran a month in Freshdesk Notes mode before turning direct replies on. The AI drafted every reply, the team read every draft, and no customer saw anything until they were happy. I suggest that first month to any team nervous about going live.

How long does each take to go live, and what does the ramp cost?

TL;DR: An outsourcing engagement is measured in weeks, and you pay for most of them. An AI agent is measured in days, and the setup cost is your own team's time writing things down.
Ramp is a line item on an outsourcing contract. Setup fees run "from $5,000 to $200,000 before a single agent handles a ticket", per Helpware's breakdown. Managed-service setup at enterprise providers "typically run between $50,000 and $200,000", and mid-market setup lands at "$5,000 to $25,000" (a one-off, and it sits outside the monthly totals).
Time is the second cost. RethinkCX puts training at "4-6 weeks for tier-1 routine work; 8-12 weeks for complex/regulated work". It adds that "Compressed timelines (under 4 weeks) usually produce agents who underperform during the first 90 days."
Full proficiency takes longer still. CallForce reports that "New agents take 3 to 6 months to reach full proficiency, which means lower first-call resolution rates, longer handle times, and more customer escalations during the ramp period."
Training is a joint obligation too. RethinkCX splits it: "the BPO partner trains on operational basics and tooling; your team trains on brand voice, product specifics, and edge-case handling." You are still doing the hard half.
I rate documentation as the real setup cost on the AI side. An AI agent can answer only from what your team has bothered to document. One SaaS employment background-checking platform spent twelve months documenting its processes before going live, then watched the AI answer 68% of questions overnight.
Twelve months of writing was the setup cost there, and the AI part took a day. If nothing is written down yet, historic tickets are the way in. That is the route I point most teams at first, because training on past tickets auto-drafts starter knowledge from conversations your team has already had, with a default backfill of the last 5,000 tickets.
YouGarden connected its Freshdesk help center plus more than 3,000 pages across three websites, and had the agent working inside a month, with customer-facing replies following the Notes-mode trial.
Live data is the one place a developer is needed. I would plan a week for it, because that single dependency is what sets the timeline. You are handing the agent APIs you probably have not built yet.

How do AI agents and outsourced teams differ in what they can be trained on?

The AI side's connectors are published. The list runs Google Drive, Notion, Microsoft OneDrive, Dropbox, SharePoint, Confluence, Salesforce, Shopify and the Zendesk, Intercom and Freshdesk help centers, including articles behind a login.
Historic ticket training covers the archive. Most connected sources resync every 24 hours, so a policy changed on Monday is in the answers on Tuesday.
Four of those cells depend on your contract, so I cannot call them a yes or a no. An outsourced agent gets whatever the client exported into the training pack, and whatever systems logins the client granted. Knowledge transfer is contracted as a joint job, with your own team keeping brand, product and edge cases.

On documented, repeating tickets the outsourced agent is doing the same job with less information and fewer permissions. I read that as a permissions gap as much as a knowledge one. The contract handed the agent less to work with.

Which gives better answers, an outsourced agent or an AI agent?

TL;DR: On documented, repeating tickets they land in a similar place, and AI is more consistent because it does not have a bad shift. On ambiguous, angry or undocumented tickets a trained human is still better.
Our own AI resolution rate benchmark study covers 195 rated deployments across 38 vendors, and the median AI handling rate is 70%.
It is an aggregate across the field. It is directional rather than like-for-like, because every vendor defines its own numerator, and it is a self-selected ceiling, because published figures are the wins people chose to publish. Take the median with a grain of salt.
The outsourcing side answers with a quality system: QA rubrics, joint calibration inside simulated calls, and an SLA naming handle time, first contact resolution, CSAT and response time by channel. RethinkCX is blunt about which part gets skipped: "Most failed onboarding skips the simulated calls phase, which is where calibration actually happens."
Variance sits underneath the apparatus. New agents take three to six months to reach full proficiency, and CallForce reports US attrition at a 31% mean and 43% in the Philippines. So a share of the people answering your tickets this quarter are inside their ramp, every quarter.
That quality system is optional at the cheap end. Helpware says so: "Lower-cost contracts often omit attrition and quality guarantees, shifting performance variability risk to the buyer." You can buy the rate without the quality system attached to it.
Both sides fail in different ways. A human has an off day or a bad hire. An AI is consistent, and it will be consistently wrong wherever your documentation is wrong (a wrong document is at least a thing you can fix in an afternoon).

Which gets better over time, and which keeps starting over?

TL;DR: When an outsourced agent leaves, their training leaves with them, and the replacement starts at week one. An AI agent's knowledge is written down, so an improvement made in March is still there in December.
Attrition runs high right across the industry. CallForce's analysis says the "average call center attrition rate is 30 to 45 percent a year in most published US benchmarks". It cites ContactBabel's survey of 189 US contact centers putting the mean at 31% and the median at 24%.
The Philippines figure is 43%. A good rate is under 15% a year, and only around 5% of centers get there.
You pay the re-training bill in handle time and escalations (both of them lines in the SLA you signed).
Helpware says the overhead "never appears on invoices but degrades quality and raises effective cost per interaction". A lower-attrition provider "eliminates roughly 12 to 16 additional agent ramp cycles over a 24-month, 20-agent contract".
Your customers pay for the cycles you do not eliminate. Centers under 15% attrition report "CSAT scores approximately 26% higher".
An AI agent compounds instead. Self-learning compares the AI's draft to the reply a human sent after a handover, then drafts a new knowledge article from the difference (a draft, waiting in your knowledge base for someone to review).
Honeygain is a consumer rewards app handling around 3,400 tickets a month, and roughly 600 of them are answered by self-learning's auto-drafted knowledge alone. Nobody sat down and wrote those articles.

Which has more features: an AI agent or an outsourced support team?

TL;DR: Outsourcing covers more of the job. Voice at volume, licensed and regulated work, physical and back-office tasks and thin-coverage languages are still bodies-in-seats problems. AI covers repeat tickets across every text channel, at any hour, without a night rota.

I give this category to outsourcing on scope. Helpware's own scope list runs to "Customer care, technical support, back-office processing, content moderation, CX consulting, digital business services, visa and consular services", at "Operations in nearly 100 countries, 300+ languages". A text agent does not do visas, and it does not answer the phone at volume.
Voice is the cleanest win of the lot, and I do not see that changing soon. Helpware notes that "Voice-only contracts run cheaper than omnichannel programs", which tells you how central phone work still is to how these businesses are built and priced.
Two of those cells need qualifying. The 24/7 dash on the right is real coverage, staffed by a follow-the-sun roster and billed as such. The seasonal-surge dash on the left cuts the other way: tier-1 training takes four to six weeks, so a genuine two-week surge is a people problem on either side.
Both sides cover languages, but they cost differently. An AI agent covers 95 languages and detects them per message, at no extra charge (no per-language setup, and no separate line on a contract).
Providers reach 300 or more, and Helpware is candid about the price: "Native-speaker multilingual support commands a real premium over single-language programs. Regional dialect or rare language pairs add further cost."

How much control do you have over tone, policy and escalation?

TL;DR: A provider will follow any process you can write down, but changing it means re-training a team and waiting for the next quality cycle. An AI agent's tone and escalation rules change the moment you save them, inside the limits of what you have documented.
A policy change on an outsourcing contract reaches the floor through the calibration cycle. RethinkCX describes "Consistent feedback sessions with agents and calibration calls with the BPO's quality team", with calibration living inside the simulated-call phase. It is a real process, and your change waits its turn.
On the AI side the control is natural language and it applies on save. Three types of guidance cover it: communication and style, context and clarification, and handover and escalation (three plain-language settings you type in yourself). Custom answers go further, returning an exact question-and-answer pair verbatim, which is how teams enforce scripted or regulated wording.
Guidance carries a documented limit too. Only one piece of the handover-and-escalation or context-and-clarification guidance is used in each response. You cannot stack five escalation rules and expect all five to fire on one reply.
A provider will absorb an arbitrarily complicated process, given enough calibration cycles, while an AI applies a simpler process immediately. Neither one beats the other.

What are you locked into: a contract or a subscription?

TL;DR: An outsourcing agreement is a term contract with a seat minimum and a notice period, and the process knowledge lives in the vendor's team. An AI subscription is monthly, and the knowledge stays in your own help center and helpdesk.
I think lock-in separates the two sides more than price does.
Helpware writes: "Pricing model: Per-seat or managed service. Multi-year contracts are the default structure." Seat minimums come with it, from 5 to 25 seats at mid-market providers and 50 to 100 at the largest.

Unused capacity still bills, either way. On seat contracts "you pay for underutilized capacity during seasonal downturns", and the multi-year commitments limit your ability to scale down without penalty. On hourly contracts "The trade-off is paying for idle time when utilization dips below 70%, which erodes the headline rate during off-peak periods."
Minimum billing hours and rounding sit on top of both. The overhead also inverts at the bottom, because below a provider's minimum threshold the same fixed cost base produces a premium. Being small gets you a worse rate on a deal sized for someone else.
The other cost is what you do not keep. Training is contracted as a joint obligation, with your team owning brand voice, product specifics and edge cases, so you walk away with exactly what you wrote down yourself (the process knowledge stays with their team).
An AI agent inverts that. The knowledge is your own help center, your own past tickets and your own connected sources, and none of it moves when the subscription ends.

What happens when your BPO adds its own AI agent to your tickets?

TL;DR: Many outsourcing providers now sell their own AI agents. You can pay a provider a margin to put an AI in front of your support, or put one there yourself.
Three providers have already told the market where this is heading.
Concentrix, a listed outsourcing business, sells a starter kit of four pre-built AI agents on its own platform. They cover product support, order status, appointment scheduling and collections. I count all four as repeat tickets you would otherwise have bought seats to cover.
TaskUs went further and put a number on it. Its CEO, Bryce Maddock:
"Agentic AI from Decagon and Regal should enable us to reduce the cost of customer support by 25-50% while significantly improving quality,""Our AI deployment specialists will apply agentic AI upfront to automate many simple, repetitive customer service functions. We'll then provide human support from our talented experts. This hybrid model is the future of customer support."
SupportYourApp sells a whole AI product line alongside its outsourced service (an outsourced provider selling the software that answers before its own agents do). It claims an "Autonomous AI agent resolving up to 81% of chat tickets on its own."
A business whose model is renting you people says it can cut the cost of support by a quarter to a half by putting software in front of the people. The saving is real, so ask who books it.
That leaves you a choice. Buy the AI layer through a provider and pay a margin on it, or buy it directly.

Which carries more data risk: offshore agents or an AI vendor?

TL;DR: Outsourcing spreads customer data across a lot of people in another country, and a mature provider answers that with certifications. An AI vendor concentrates the risk in one system, so you audit that one vendor.
Certification is priced into an outsourcing rate. Helpware says that "SOC 2, HIPAA, GDPR, and PCI-DSS certifications are built into pricing as real operational costs". It adds that "Providers without the certifications you need cannot serve your program regardless of their headline rate."
At a good provider these sit in the base rate from day one. I score security to outsourcing for that reason.
Regulated work sets a hard floor on top of that. Helpware's guide says "Healthcare programs require BPO vendors to be compliant with HIPAA."
Its advice to buyers is to demand evidence: "Also, check proof of SOC 2 Type II, HIPAA, and GDPR compliance."
Audit rights arrive at higher price points. Helpware puts them near the top of the range: "At higher price points, expect attrition rate guarantees, compliance audit rights, and dedicated account management commitments."
Delivery also spans countries by design, since follow-the-sun coverage hands your tickets between the Americas, EMEA and the Philippines across a working day. I still put that in front of a reviewer.
The AI side changes what you are reviewing. You assess one system: what certifications the vendor holds, how data is encrypted at rest and in transit, and whether your data is used to train models. That is a smaller review, and a harder one to fudge, because the answers are documents.

How much does it cost to outsource customer service, and what does the same volume cost on AI?

TL;DR: Outsourcing prices time, so the bill tracks headcount and stops at a seat minimum. AI prices volume, so the bill tracks tickets. At 1,000 tickets the seat minimum decides it. At 50,000 the resolution rate does.

The pricing model

Outsourcing charges for people, in one of these units.
  • Per agent-hour, with idle time included in what you pay (you are buying the hour, whatever arrives inside it). Helpware: "The trade-off is paying for idle time when utilization dips below 70%, which erodes the headline rate during off-peak periods."
  • Per seat-month, with scale-down penalties and multi-year commitments attached.
  • Per resolution, where "Per-resolution rates range from $1 to $7, with an industry average near $4."
  • As a managed service, with setup "between $50,000 and $200,000" at enterprise providers.
Geography sets the rate inside every one of them. Helpware: "Onshore US support runs $28 to $42 per hour, nearshore Latin America averages $12 to $19 per hour, and offshore Asia runs $7 to $16 per hour."
Citing Clutch's pricing guide, the same page puts the market average between $25 and $49 an hour. Real rates run "from $8 for offshore voice support to $65 for onshore technical specialists".
Smaller buyers meet different units. A buyer's guide to outsourced customer service prices answering services at "$1 to $2 per minute plus a monthly fee between $50 and $400 or more."
Staffing-style providers publish per-agent monthly fees instead. I find that unit the easiest of the four to compare. Influx lists agents "from $1,400 per month for a Level 1 digital support agent in APAC, and from $1,700 per month in the Americas."
That rate covers the agent alone. Influx sells the team leader, QA and performance management as a separate Managed Operations product, from $2,100 a month per Level 1 agent, with a fractional or dedicated team leader required on top.
And the billed rate lands above the quoted one. Helpware: "Watch for setup, QA or reporting fees, minimum volume charges, overtime rules, and idle-time billing. These costs often sit outside the quoted hourly rate and change the real monthly spend."
AI agents charge for volume, in one of three units: per ticket, per resolution, or per conversation. The difference decides your bill more than the headline rate does. Per-resolution and per-conversation are the two I check hardest.
A per-resolution price charges you more as the AI gets better, so improving the agent raises the invoice, while a per-ticket price does not move when the resolution rate climbs.

The overall cost

These assumptions hold across all three tables.
  • 50% AI resolution rate, on every AI row.
  • Outsourcing at $12 an hour, the bottom of the published nearshore Latin America band. Onshore US would be $28 to $42, offshore Asia $7 to $16.
  • One seat is 160 paid hours a month, so a seat costs $1,920.

At this volume the seat minimum sets the price. Here's the catch: a thousand tickets needs about 1.25 agents, and you cannot buy 1.25 agents, so you buy five and pay for the other 3.75.

Conclusion: should you outsource customer service or use an AI agent?

TL;DR: For repeat, documented tickets, AI wins on cost, consistency and lock-in, and the gap widens with volume. Outsourcing still wins wherever a person has to be certified, present, or on the phone.

On features, an AI agent covers every text channel at any hour and takes actions through your APIs. It still loses, because voice at volume, licensed and regulated work, physical and back-office tasks and thin-coverage languages (visas included) sit outside what a text agent does at all.
On security, the AI side concentrates access in one auditable system with SOC 2 and GDPR as the category baseline. It still loses, because a regulated buyer needs the full certification set that a mature provider prices into the rate as standard, and the AI category supplies that set unevenly.
The ties are ties for different reasons. Modes ties because outsourcing sells more arrangements and prices each of them with a floor (a floor you pay whether or not you use the hours), while the AI modes are a setting you switch on and off. Answer quality is a wash with different failure modes, a human having a bad shift against an AI being confidently wrong where the documentation is wrong.

Will AI replace BPO?
Not all of it, and my evidence for both halves of that is the providers themselves. Concentrix sells pre-built AI agents for product support, order status, appointment scheduling and collections. SupportYourApp sells an AI product line claiming up to 81% autonomous chat resolution, and TaskUs's CEO expects agentic AI to cut the cost of customer support by 25 to 50%.
Repeat, documented, text-based work is moving. Voice at volume, licensed work, physical tasks and two-week surges are presence problems that people still solve.
What can an AI agent be trained on that an outsourced team can't?
Your whole archive and your live systems. An AI agent reads every past ticket, the full help center including articles behind a login, policy documents in Notion, Confluence, Drive, OneDrive, Dropbox or SharePoint, internal-only material marked private, and live order and account state through an API (that last one is the only part that needs a developer).
An outsourced agent gets whatever your team exported into the training pack and whatever systems logins you granted, refreshed at the next calibration cycle.
How long does each take to go live, and do we need developers?
Outsourcing takes four to six weeks for tier-1 work and eight to twelve for complex or regulated work, with three to six months to full proficiency after that. An AI agent is live within minutes to hours from knowledge alone, and most customers reach live direct replies inside about a month.
